The Programme

WFD is recruiting a Programme Administrative and Finance Assistant (PAFA) to support WFD’s ongoing programme in Sri Lanka. The main objectives of WFD’s Parliamentary programme is to work in partnership with the Sri Lanka Parliament to develop and deliver a programme of exchange of best practices, technical assistance, and advisory services on issues related to parliamentary practices and reform. The programme aims to enhance the strength and capacity of the Parliament through improved functions, research, increased transparency and public engagement; and contribute to greater professionalism of political party groupings inside parliament. Additionally, during 2018-2020, WFD will support CHOGM related initiatives and work closely with Commonwealth Parliamentary Association UK and other partners.

Main Purpose of the Role

The Programme Administrative and Finance Assistant (PAFA) will play a critical role in assisting the Sri Lanka Country Representative with the implementation of WFD’s programme.

This role is responsible for professional programme delivery; and the accurate and efficient preparation and coordination of financial and administrative procedures related to the programme. This role will need to communicate effectively both internally within the country and WFD’s head office in London and externally with other key stakeholders. While the role is part of a team, it is expected to work with limited supervision.

The successful candidate will have the following skills and experience

• First degree, qualification in political science, public policy, project management, finance/accountancy or in a relevant discipline
• Experience of project support or management and policy research and reporting
• High levels of proficiency in Microsoft Office (Excel, Word, PowerPoint, databases)
• Experience of, and excellent abilities in, financial administration including management of cash flows, balance sheets, sizeable budgets (planning, monitoring and reporting), and experience of using accounting packages (e.g. SAGE)
• Excellent levels of spoken and written English
• Experience in use of hardware, software, scanners and other office equipment and experience in office administration

This is a locally based field role and therefore the successful candidate must have eligibility to work in the relevant location.
