Consultant to conduct a Political Economy Analysis (PEA) on the Succession Act (Amendment) Bill 2017 in Uganda.

The Project

Through the support of the Democratic Governance Facility (DGF), WFD in partnership with UPFYA and UWOPA are implementing an 18 months project on, “Strengthening Women and Youth Participation and Representation in Uganda.” The project aims at creating an enabling environment for women and youth resulting from gender and youth sensitive policies and laws. This will be achieved through increased participation and representation of youth and women in the policy-making process, particularly with the aim of pushing forward pro youth, women and gender-sensitive legislation. The project will do this by contributing to the creation of responsive policy and legal frameworks that support this at the national level and address the needs of women and youth through better coordinated efforts and abilities of women and youth MPs towards a shared policy agenda. The project will work closely with UPFYA and UWOPA to build their capacities and facilitate policy spaces for women and youth MPs at the national level to engage with each other and with their stakeholders, including both state and non-state actors, to influence national policy. The project will strengthen UPFYA and UWOPA platforms for youth and women to network, influence, lead, mentor and promote a culture of engagement for advancing youth and women policy issues. The project will support UPFYA and UWOPA to provide opportunities for youth and women to influence and advance youth-sensitive and gender-sensitive policies and legislation. The project will work with women and youth MPs to enable them to lobby/advocate their work at a higher level/in committees and promote MPs involvement in UWOPA and UPFYA activities to ensure efforts are recognised.

Main Purpose of the Role

Through this project, UWOPA and WFD will apply a Political Economy Analysis Approach to understanding the structural barriers and forces that affect the processes of passing pro-gender equality legislation. To this end, UWOPA and WFD seek the support of a consultant in developing a PEA on the Succession Act Amendment Bill 2017 which is one of the policies that is central to UWOPA’s strategic plan. Through conducting this PEA UWOPA and WFD intend to unpack the interests, incentives and rules of the game that govern individuals and institutions when it comes to influencing the passage of pro gender equality laws. The intention is for the project team to use this analysis and evidence to carefully inform the design of the project as well as targeted advocacy strategies that hit at the root of the challenges faced with development and passage of pro-gender equality laws in Uganda.

The successful candidate will have the following skills

Academic Qualifications:

  • Master degree or equivalent (5 year university degree) in economy, finance, political sciences, public administration, law, social sciences or other related fields.

Professional experience:

  • At least 7 years of relevant experience in undertaking high-quality social research in Uganda;
  • Proven understanding of political economy analysis, power and institutional analysis, and drivers of change methodologies, including demonstrated involvement in at least one political economy analysis or power and institutional analysis or drivers of change research for development partners;
  • A demonstrated knowledge of the Uganda’s political party landscape and corresponding legal and institutional framework;
  • Previous experience designing, delivering or evaluating national-level programme advocacy;
  • Significant knowledge and understanding of governance and accountability practice and processes;
  • Extensive experience applying qualitative and quantitative methods of social research.
  • Expertise in designing, facilitating and managing participatory processes;
  • Proven experience in high quality drafting of user-friendly knowledge products such as books, articles, research papers, toolkits, guides, methodologies, analytical documents, policy papers and notes, project and program documents, baseline studies, desk reviews, comparative studies, etc. is an asset; and
  • Excellent skills in comparative analysis.

Competencies:

  • Strong analytical and drafting skills;
  • Excellent writing and oral communication;
  • Leadership skills and ability to work with teams;
  • Knowledge of Uganda’s political and institutional landscape;
  • Availability to work during the indicated /approved period;
  • Fluency in English and knowledge of other local languages will be an asset.
