Calls for Expression of Interest – Researchers (Youth Emigration) – North Macedonia, Albania and Montenegro

Westminster Foundation for Democracy (WFD) is seeking to engage Experts to conduct a study on the cost of youth emigration in North Macedonia, Albania and Montenegro.  

 

The Opportunity

WFD is currently implementing a three-year CSSF funded project that operates in six countries: Albania, Bosnia and Herzegovina, Serbia, Montenegro, North Macedonia and Kosovo and is coordinated through a regional Western Balkans office based in Belgrade.

The regional programme titled: “Western Balkans Democracy Initiative” focused on three components of work:

  • Strengthening Political Parties
  • Strengthening Parliamentary Practice
  • Strengthening Democratic Institutions and Culture

After launching and conducting research on the cost of youth emigration in Serbia, WFD is now looking to conduct similar research on the cost of youth emigration for North Macedonia, Albania and Montenegro. For that purpose, WFD is looking for a vendor/consultant/organisation to develop research methodology and prepare the country base analysis and case studies.

The research will aim to analyse the economic effects of emigration in Albania, North Macedonia and Montenegro and assess potential gains or losses for the economies and societies of North Macedonia, Albania and Montenegro.

 

Research questions to be covered in the study

The youth emigration studies for Albania, North Macedonia and Montenegro should provide answers to the following three key questions:

  1. What are the average higher education expenses for people in the relevant country?
  2. What is the opportunity cost in terms of potential GDP growth generated by the annual populace emigration?
  3. Are there positive effects from the migration flow on the economy of the relevant country and, if so, what are they?

 

Project Timelines: Start date June 2019. The research project will be concluded in September 2019.

The selected consultant/organisation should provide offers for individual research or for all three countries.
