Programme Administrative and Finance Assistant – Vientiane, Lao PDR

Location: Vientiane, Lao PDR

Contract type: Fixed term Part-time – with the possibility of extending to a full-time position. Contract for Services.

Contract length: September 2019 – November 2021

Starting salary: Part-time: 5,000,000 – 7,000,000 MONTHLY GROSS (depending on skills and experience)                       

 

The Programme

Westminster Foundation for Democracy’s (WFD) programme in Vientiane, Lao PDR aims to strengthen the core parliamentary role and functions of the National Assembly and Provincial People’s Assemblies (PPAs) such as Parliamentary Committees.

The programmes focus on capacitating members of parliament and staff at central and provincial levels to exercise their core mandates on legislation, representation and oversight more effectively, while integrating gender equality and inclusivity in the work we do.

 

Programme Administrative and Finance Assistant (PAFA)

The PAFA plays a critical role in assisting the Country Representative, working closely with the head office in London and our stakeholders, in the management of financial and administrative procedures for programmes. The PAFA will support WFD’s programmes in Vientiane, Lao PDR.

In addition, this position takes responsibility for all logistics, general administrative and office management.

The core skills and experience we are looking for are;

  • At least 2 years financial management and budgetary experience
  • Advanced Excel with extensive use of SAGE and/or other accounting software packages
  • At least 2 years project management, administration, evaluation, monitoring experience
  • Strong communication relationship management skills with staff and a range of donors
  • Excellent levels of spoken and written English and Lao
  • First degree or similar, in a relevant discipline e.g. Business, Finance or Administration.

The successful candidate will initially be offered a three-month (part-time – with flexible working hours) contract to support the programme inception phase. Subject to funding, there is a very strong possibility of extending the position to a long-term, full-time engagement.
