Call for Policy Research: Youth Emigration in Serbia

Westminster Foundation for Democracy (WFD) is seeking to engage local consultants to conduct policy research paper for measures on youth emigration.

The Opportunity

WFD is currently implementing a three-year CSSF funded project that operates in six countries: Albania, Bosnia and Herzegovina, Serbia, Montenegro, North Macedonia and Kosovo and is coordinated through a regional Western Balkans office based in Belgrade.

The regional programme, titled “Western Balkans Democracy Initiative,” is focused on three components of work:

  • Strengthening Political Parties
  • Strengthening Parliamentary Practice
  • Strengthening Democratic Institutions and Culture

The purpose of the assignment is to provide new evidence and data on the issue of youth emigration in Serbia. This evidence and data will be further communicated with relevant stakeholders and policy-makers in order to take action on the matter. 

The research papers shall explore one of the priority areas (listed in section 3 of ToR), provide new evidence and data, and suggest concrete steps on how to implement suggested measures.

Eligible candidates for this call are all interested individuals and organizations from Serbia (consultants, think-tanks, CSOs, faculties, institutes, etc) with relevant experience in youth, research, and emigration matters.

Key aspects relevant to the ToR

The researcher(s) should choose one of the following priority areas, and further explore concrete steps and define concrete measures. Measures can focus on a micro level (local/community) or macro level (national/state), in order to tackle the issue of youth emigration.

Priority areas:

  1. Mapping and analyzing existing migration strategies and policies
  2. Encouraging employment and start-up programs for a target group of 20-35-year-olds 
  3. Promotion of circular migration and contribution of diaspora in the development of Serbia 

 Project Timelines: Start date November 2019. The policy research project will be concluded latest by January 31, 2020.
