An Inter-Parliamentary Exchange on Public Finances and the Pandemic: What Role for Parliamentary Financial Oversight in the Response to COVID-19?

WFD and the Indonesian Committee for Inter Parliamentary Cooperation of the House of Representatives (DPR) are hosting a webinar exploring what role parliaments have in overseeing public spending during and after the pandemic, drawing on the experiences of those parliaments that have adapted and exercised their oversight at this critical time.

The COVID-19 pandemic has created a global economic shock of a magnitude unprecedented in modern times. Few crises in the recent past have demanded such a whole of government, whole of society response and seen such momentous amounts of public money rapidly mobilised and disbursed. Sovereign debt has skyrocketed as governments the world over have had to marshal the resources to fund efforts to protect their populations from the virus, safeguard their health systems from becoming overwhelmed by its spread, and cushion the blow from the freefall in economic activity.

While governments have been seized with rolling out their responses to the pandemic, many parliaments have been shuttered as a result of it. There are parliaments that have adapted quickly to new ways of working amid the pandemic, adjusting their proceedings and procedures to operate remotely and online either in full or in part. The number of parliaments learning and adapting in the same way is growing, and the extent to which legislatures are involved in and contributing to COVID-19 response and recovery efforts is increasing. This is crucial at a time when such significant amounts of public finance are being channeled into efforts to arrest the spread of COVID-19 and mitigate the worst of its socio-economic impacts.
