Gender-focused Data Specialist to support the Parliament of Sierra Leone

WFD will be delivering a five-month project to support Members of the Parliament of Sierra Leone to be better able to hold the government of Sierra Leone to account on its COVID-19 response, particularly the impact on women, girls and under-represented or more disadvantaged populations. This will be achieved by providing parliamentarians and parliamentary staff with support in obtaining the types of sex-disaggregated data and gender analysis that can be used in parliamentary oversight functions to assess the likely or existing impact of current or proposed legislation, policy and spending decisions.

WFD is seeking a consultant who can support parliamentary staff to strengthen their skills and knowledge on producing gender sensitive products for parliamentarians and support parliamentarians to conduct gender-responsive oversight that establishes a more inclusive review of the impact of the government’s COVID-19 response. Ultimately, MPs will be better informed and better able to hold the government of Sierra Leone to account on its COVID-19 response, through the use of parliamentary debate, oversight, and data analysis, particularly focusing on the effect of COVID -19 on women, girls, and vulnerable groups.

Proposals can come from individuals but also teams of experts, NGOs, consultancy firms, universities, etc. The selected contractor shall demonstrate proven experience in the areas outlined in the terms of reference. Knowledge and experience of Sierra Leone is highly desirable. The proposals should include personal profiles, detailing academic and professional qualifications and specific experience/expertise; a proposed work plan and description of the service(s) to be provided and clear explanation as to how this meets the specification in the terms of reference; and a transparent quotation of the charge for the good(s) or service(s), in GBP sterling (inclusive of taxes).
