Supplier to develop online course on introductory law-making in parliaments
WFD is looking for a supplier to design and deliver an online course on Introductory Law-making in Parliaments. The online course will address experts and staff from the Bangsamoro Parliament, aiming to familiarise them with basic concepts in contemporary law-making and motivate them to reflect on how these concepts can be applied in the BARMM political context. WFD’s programming in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in the southern Philippines focuses on strengthening the new Parliament, during the critical transition phase, as an institution that values inclusion and promotes accountability and transparency. One area of WFD’s support to the Parliament is on providing technical expertise and capacity to create quality legislation and review its implementation. Given that the Parliament is in its nascent stage of development and the priority during the transition period is to pass legislation aimed at setting up a governance structure, it is imperative that the parliamentary staff are equipped with legislative drafting, legislative scrutiny and PLS skills and knowledge.
The course will be attended by approximately 60 participants most of whom will be parliamentary staff with some representation from civil society organisations and WFD staff members. The learning objectives of the proposed certificated course;
- Introduce participants to basic concepts and tools of legislative quality and law-making in a comparative perspective.
- Motivate participants to reflect on the potential use of these concepts and tools in their jurisdiction.
