Call for applications: Consultancy for the transcription, digital conversion, and content customization of e-learning training modules.

WFD is looking for an experienced individual to support activities conducted in the KIPP programme, in a duration of 9 consultancy days within February and March 2021. Application deadline is 17.00h EAT on Friday 19th February 2021.   

Terms of reference

Background

Westminster Foundation for Democracy (WFD) through funding from Demo Finland is implementing Kenya Inclusive Political Parties – abbreviated as KIPP Programme which seeks to to address the critical knowledge gaps within political parties to create and promote more inclusive political discourse, political commitments and policy making. The programme intends to build the capacity of 10 Political Parties to ensure they are more knowledgeable and have adequate capacity to implement inclusive political party reforms specifically for Persons with Disabilities (PWDs), within their structures and processes. The programme further seeks to strengthen the capacity of 10 Disabled Persons Organizations (DPOs) and/or Civil Society Organizations (CSOs) equipping them with the skills to advocate for political participation and representation of PWDs in political parties.

WFD Kenya is in the process of developing e- learning modules on inclusive participation of PWDs in political parties which will be used in the delivery of online training to DPOs and CSOs training of trainers on political party structures, nomination processes/procedures, contesting for elections and candidature in response to the strategic and practical political inclusion needs of PWDs.

The primary target of this e-learning modules will be the DPOs and CSOs working on inclusion who will be trained as Trainers of Trainers (ToTs) to better engage duty bearers for the inclusion of PWDs in politics and to further be able to deliver training to political parties and DPOs and CSOs.

Once the modules are developed WFD intends to carry out transcription, digital conversion, and content customization of the comprehensive training guide. The e- learning modules will need to be learner centric with robust instructional design. In this regard WFD seeks to engage a consultant to carry out the assignment on transcription, digital conversion, and content customization of the e-learning modules.

Context

The Kenya Inclusive Political Parties – KIPP programme realizes that Political Parties are crucial institutions in engagement and participation of Persons with Disabilities in political processes. Political Parties, Disabled Persons Organizations (DPO) and Civil Society Organizations (CSOs) are often not well informed about the importance of inclusion of vulnerable groups (PWDs) in party processes, systems, and practices thus rendering PWDs excluded from party activities.

As identified in WFD’s Baseline report findings, CSO voices are often drowned out (or not present at all) within political dialogues. Indeed, a key barrier to citizen engagement in Kenya is due to a lack of understanding of how to effectively engage decision makers and duty bearers, as well as a lack of adequate or sufficient opportunities to do so in a frank, open and constructive way. Further, strategic investment is needed to ensure CSO groups can meaningfully engage and strategically advocate for inclusive policies and reforms to political parties; have opportunities to directly engage parties; and are crucially equipped with the skills to mobilize and conduct these activities effectively.

To address this, the WFD KIPP programme is focusing on providing targeted capacity building to relevant CSO and DPOs groups that have the reach and breadth for onward dissemination of learnings and upscaling of knowledge and skills to their networks and the wider PWD community. These training modules are expected to include relevant skills to assist DPOs and CSOs to escalate the information further to their members on issues of inclusion and participation within the political parties. Further to this the skills are intended to provide the trainees with advocacy skills to ensure the CSOs/DPOs can strategically engage the political parties on inclusion of PWDs within the party activities.

Assignment

The assignment will consist of transcription, digital conversion, and content customization of the training modules which will be used to deliver an online training of trainers that will provide capacity development of Disabled Persons Organizations (DPOs) and/or Civil Society Organizations (CSOs) to be more knowledgeable and have the capacity to advocate for political participation and representation of PWDs in political parties. The consultant is expected to analyze or map the content of the e- learning modules (PPT, facilitator guides, learners’ handouts) that will be provided by WFD against the learning objectives to transcribe, make digital conversions and content customization as will fit the needs of WFD.

The assignment will include having session with WFD and the module developers to discuss the categories of participants, analyze the content of the e-modules, revisit learning objectives, identify and fill out any content gaps identified during the discussions. The consultant will then carry out the assignment through incorporating any formative assessments, deciding on level of interactivity and amount of audio, and devise an appropriate instructional strategy for the delivery of the online training. Upon finalization of the assignment hold a meeting with WFD and the content developers to give a presentation on the final output.

Deliverables

WFD through the KIPP programme is therefore seeking to engage a qualified and reputable independent contractor/firm to support in the transcription, digital conversion, and content customization. Specifically, the independent consultant will be expected to:

  1. Introduction and preparation – 2 technical day

Hold a session with the module developers and WFD to discuss and analyse the content.

Develop an inception report that outlines the understanding of the task and captures the delivery plan, assumptions, anticipated risks, and mitigating strategies.

  1. Transcription, digital conversions, and content customization– 5 technical days
  2. Submission of modules – 2 technical day

Hold a session with WFD and the content developers on the completed assignment providing a presentation on the customized content.

Duration of the assignment 

This assignment will be conducted and completed within 9 consultancy days spread within the month of February and March 2021 depending on the starting date of the assignment.

Qualifications

  • The ideal candidate(s) should possess post graduate qualifications in a relevant discipline such as Project Management, Political Science, Law, or any relevant Social Science discipline.
  • Rapid e- learning development expertise
  • E- learning authoring tool expert.
  • Excellent written and spoken English.
  • Be able to work independently within stipulated timelines.
  • For consultancy firm, one should have a legal status, a company profile, and tax registration.

Key skills and competencies 

  • Can easily identify and fill gaps in learning materials.
  • Demonstrable experience in the use of sound instructional design principles to engage learners.
  • Demonstrated experience working on materials dealing with Disability Inclusion context, and political context.
  • Excellent content design and customizing skills.
  • Ability to package information in the e- learning mythology to meet the needs of the audiences.

Expression of interest/proposal submission

Proposals may be submitted by individuals, teams of experts or consultancy firms, etc. The selected contractor shall demonstrate proven expertise in transcription, digital conversions, and content customization.

The consultants/consulting firms interested in this assignment are expected to submit proposals (both technical and financial) with CVs of the proposed team.

The technical proposal must detail the following:

  • Objectives and understanding of the assignment.
  • Expected outputs and product.
  • Demonstrable experience in similar assignments
  • Availability to deliver the assignment within the required timeframe.
  • Financial proposal in Kenya shillings for the entire assignment
