Call for expert: Safety and security consultant
WFD is looking for a Local Safety and Security Consultant to support the Bangsamoro Team in the delivery of its programmes and activities.

Context

The Westminster Foundation for Democracy (WFD) is the UK's democracy assistance agency, working in partnership with political parties, parliaments, and civil society organisations around the world to create more inclusive, accountable, and transparent democratic systems. WFD strengthens the capacity of these key democratic institutions, helping ensure they have the systems, knowledge, and skills to perform effectively. WFD also fosters improved democratic processes, bringing together individuals and institutions and encouraging them to work together to solve concrete problems, applying democratic values and principles. 

Over the course from year 2020 up to the present, WFD is leading on supporting democratic stability in Bangsamoro programme through the UK Conflict Stability Security Funding (CSSF) managed by the Foreign, Commonwealth and Development Office (FCDO) and implemented by the Westminster Foundation for Democracy (WFD). Recognising the establishment of the Bangsamoro Organic Law (BOL) being a key entry point for locally owned institutions and processes to develop and adopt inclusive and accountable practices, the programme is designed with the overall aim of supporting the implementation of BOL. The programme will support the establishment of BOL by strengthening locally owned institutions to become increasingly accountable, inclusive, and pluralistic.   

Now on its third phase, the programme combines:   

  1. Strengthening the Bangsamoro parliament as an institution and developing the expertise of its members and staff.
  2. Enhancing the relationships and mechanisms for collaboration of the parliament with the government and civic actors.
  3. Supporting Bangsamoro women as political leaders and politically active citizens to coalesce around shared objectives and agenda and to be equipped with the right expertise to identify and influence key policy and legislative change.
  4. Supporting the development of a political party system that fits the new parliamentary frame and which allows for meaningful representation for all peoples of the Bangsamoro.  

Security Situation

Following conclusion of national and local elections in the Philippines last 09 May 2022, threat to security and risks associated to political exercise continue to exist. Reports revealed incidence of shooting, explosions, and complaints from different opponents of the proclaimed elected officials.

At the national level, terrorism continue to pose threat. Terrorist groups have the intent and capability to carry out attacks at anytime and anywhere in the country, including in the capital Manila and in places visited by foreigners, such as airports, shopping malls, public transport, including the metro system, and places of worship. Attacks have been carried out using small arms and improvised explosive devices including both vehicle and personnel borne.

The Philippines is as well active earthquake zone and has numerous volcanoes. The country is also affected by around 20 typhoons each year most of which occur between June and December.

As such, WFD is seeking qualified local consultant to undertake the Safety and Security needs of the Bangsamoro Programme with proven experience and expertise in handling safety and security protocols and assist the local team in carrying out its mandate in accordance with safety and security standards.

Scope of Work

The Safety and Security Consultant main task is to assist the local team in the delivery of its programmes and activities following a safety and security standards acceptable by UK London Office and FCDO, being the donor of the programme.

The detailed tasks include the following: 

  • Review daily/weekly threat context and provide advice to staff on travel to/from the office or other official meetings.
  • Review any WFD Travel Risk Assessment for any proposed domestic travel/international visits during the period and provide advice on local context and threat analysis/mitigation plans prior to the visit.
  • Review and update WFD Local Security Plan.
  • Review and advise on proposed travel security arrangements, including transport/route planning, for WFD country-based staff and visitors to/from the office or other official meetings
  • Review proposed hotel accommodation/venues/locations for WFD country-based staff and visitor travel and inspect security arrangements at venues prior to visits
  • Provide WFD visitors with a security briefing, including local contextual analysis, upon arrival
  • Respond to ad hoc questions on safety and security raised by WFD country-based staff
  • Accompany WFD staff during any official visits outside the office/their accommodation to provide discreet close protection and incident response as required
  • Liaise with the authorities as appropriate

Skills and Experience Required

  • Expertise in safety and security matters with familiar context in BARMM scope of areas;
  • Experience in providing safety and security advisories with good networking skills with local authorities;
  • Highly literate in English and excellent writing skills 
  • Able to analyse, summarize, and coherently address diverse perspectives 
  • Able to work under pressure and meet tight timelines     

WFD Responsibilities

WFD shall have no obligation to provide any assistance to the consultant in performing the services other than as expressly set forth herein:  

  • Provide information and feedback, especially on WFD Program, in a timely manner and as long as consultant’s requests for information and feedback are also made to WFD within reasonable time.  
  • For on-site work, provide physical access to the necessary work area and any required identification, travel, and or other requirements before work commences.  

Supervision

The consultant/s will report to the Bangsamoro Representative who will be the principal point of reference and communication.

Time Frame

Beginning August 2022 to March 2023, with at least 60 working days during the entire period. Subject to request and need of the local team, the consultant will report monthly as the need arise, particularly on occasion of inward visits coming from London and other foreign diplomats.
