Terms of reference for agency to develop and conduct a social media campaign for the promotion of a comprehensive study on violence against women in Montenegrin politics
In 2023 WFD launched an FCDO-funded project operating in five countries: Albania, Bosnia and Herzegovina, Serbia, ;Montenegro, and ;North Macedonia, ;coordinated through a regional Western Balkans office based in Belgrade.
The regional program titled: "Western Balkans Stability Programme: Investing in Democratic Resilience" focuses on three components of work:
- Transparent and impactful democratic institutions;
- Inclusion and representation of marginalised groups, including women and youth;
- Strengthened attitudes, tools, and resources to resist external and internal influences.
WFD in Montenegro is currently working on a "Democratic Resilience – Building Transparent and Inclusive Models in Montenegro " initiative, which, among other pressing issues, focuses on women’s political participation in Montenegro. As active members of the political scene, women face many challenges and are often exposed to hate speech, misogynist comments and violence that undermines their work.
So far, WFD has managed to work and raise awareness on this issue through a campaign “What would you do in my place?” that opened up a dialogue in the country on this topic. With an aim to further work on this issue, WFD, together with its implementing partner is preparing a Study on violence against women in Montenegrin politics.
Knowing that deep and extensive analysis has been necessary and that all aspects of this problem have not been known to the wider audience, WFD is looking to promote the findings of the study through social media campaigns.
The WFD office in Montenegro is looking to engage an agency that will create and conduct a social media campaign for the promotion of the findings of a comprehensive study on violence against women in Montenegrin politics.
The selected agency will work closely with the WFD team to develop visuals for the campaign that will be conducted based on the thoroughly prepared methodology for the dissemination of created material. The content of the visuals will be provided to the agency at the beginning of the contracting period.
Additionally, it is expected that the agency to conduct the campaign and manage content moderation on the designated materials across three social media platforms (Facebook, Instagram, X).

These deadlines may be adjusted because of unexpected factors, based on the expressed agreement of WFD and the agency.
Interested agencies should express their interest and provide an offer by February 02nd, 2024 that includes:
- One-page document listing the experience of the agency relevant to this work;
- One-page document for the proposed budget in GBP, VAT inclusive
