Terms of reference for expert to develop guidelines for audits on environmental issues

WFD Office in Montenegro is looking to engage an expert that will support the SAI in developing and finalising a set of guidelines on how to conduct audits on environmental protection in accordance with the existing performance audit methodology of State Audit Institution of Montenegro (SAI).

Background

In 2023 WFD launched a FCDO-funded project operating in five countries: Albania, Bosnia and Herzegovina, Serbia, Montenegro, and North Macedonia, and coordinated through a regional Western Balkans office based in Belgrade.

The regional program titled: "Western Balkans Stability Programme: Investing in Democratic Resilience" focuses on three components of work:

  • Transparent and impactful democratic institutions.

  • Inclusion and representation of marginalized groups, including women and youth.

  • Strengthened attitudes, tools, and resources to resist external and internal influences. 

WFD in Montenegro is currently working on a project "Increasing transparent and accountable managing of public finances” that focuses on improving the capacities of the State Audit Institution of Montenegro (SAI) and the better impact of their audit reports as a key mechanism of control of state institutions. 

This project includes supporting SAI on increasing the impact of their audits and findings, ensuring debate in the Parliament, and enhancing the oversight role of parliamentary committees. To enhance the impact of the performance audits in the area of environmental protection, SAI needs to further develop unified standards for the performance audits in this area.

Assignment 

WFD Office in Montenegro is looking to engage an expert that will support the SAI in developing and finalising a set of guidelines on how to conduct audits on environmental protection in accordance with the existing performance audit methodology of SAI Montenegro. The Guidelines should serve SAI Montenegro to increase the impact of the audits, by using established tools and best practices in this area.

The assignment will include:

  • Analysis of best practices and existing documents and tools in the area of environmental audits from the audit institutions in the region and broader, including from the EUROSAI working group on Environmental Auditing that would serve as a baseline for development of the guidelines. 

  • Online interviews with SAI Montenegro and presentation of the Analysis

  • Develop and implement a workshop to draft the guidelines in Montenegro with SAI working group. 

  • Online support and guidance to SAI Montenegro to finalise the guidelines. 

WFD will provide all necessary logistical and technical support, translation of relevant documents, interpretation, as well as cover all travel costs separately of this agreement. 

The activities will be conducted from February 2024 until June 2024. 

Requirements for successful candidates: 

  • The expert should have internationally recognised professional qualifications in the field of environmental audit and/or performance audit; 

  • The expert must have strong expertise in working with environmental audits within the state strategies and institutions (first of all the work of supreme audit institutions and the national parliaments), as well as capacity to understand and analyse existing legislation, acts and documents 

  • The expert should posses strong trainer's and mentorship skills in order to conduct trainings and interviews which will serve as a basis for proposing the content and the programme of the workshop

  • The expert should be fluent in English (as working language), knowledge of Montenegrin language will be considered as an asset. He/she shall also be mindful of working in a multicultural environment. 

  • The expert should be aware of the innovative ways od planning audits and offering additional added-value to the process. 

  • The expert should also be available throughout the assigment for the preparation & planning, as well as online support.
