Franklin is a democracy and governance expert with extensive experience in post conflict, fragile and transition countries. He is WFD's in-house expert on Post-Legislative Scrutiny, independent oversight institutions, financial accountability, and anti-corruption. He develops resources and research to support the design and implementation of WFD programmes.  

Franklin has over 30 years of experience in the field of good governance, with a specific 20 years focus on parliamentary strengthening. He is a published researcher and author of several academic and policy publications, including on Post-Legislative Scrutiny.

Parliaments in Europe conducting Post-Legislative Scrutiny

As the involvement of parliaments in the ex–post stage of law making remains under-theorised, the Westminster Foundation for Democracy has just released a new publication, providing an analysis of the main rules, practices and trends on PLS in Europe, focusing on the experience of seven national parliaments: Belgium, Germany, France, Italy, Sweden, Switzerland and the UK.

Introducing: Parliamentary innovation through post-legislative scrutiny

This manual provides practical guidance preparing, organising and following up on post-legislative scrutiny activities. The manual proposes new or additional parliamentary practices to improve the efficiency of PLS and/or its outreach to the public. This document is a revised and updated version of WFD’s PLS manual from 2017.
