Democracy in action in Maldives: lessons in inclusion, digitisation, and women’s leadership

In recent months, WFD Maldives has made strides in strengthening democracy across the nation. Through targeted initiatives, they have enhanced the institutional capacity of political actors and created more inclusive spaces both within parliament and in the broader political landscape. Their success is built on three core principles: establishing robust partnerships, maintaining a clear strategic focus, and ensuring local ownership of all initiatives to create lasting change.
Technical expertise
WFD provided tailored support to four political parties through two in-person workshops for each party, alongside regular online consultations. This comprehensive approach helped parties develop effective policies on fundraising, community and membership engagement, and candidate selection processes.
Research-driven policymaking
WFD supported research on the cost of politics in the Maldives, which led to public advocacy efforts highlighting key recommendations from the findings. Some of these recommendations are already bearing fruit: for instance, the country’s public service delivery and governance sector is being transformed through a comprehensive digitisation initiative called Maldives 2.0, a project that aims to reduce operational costs and increase efficiency. Meanwhile, a public referendum on ranked voting is also being discussed.

Additionally, WFD conducted research on online violence against women in politics to inform a parliamentary inquiry by the Human Rights and Gender committee. The parliamentary committee is expected to table and complete its inquiry in the next Majlis session.
Cross-party collaboration in support of women’s leadership
A notable achievement was securing the signatures of seven out of nine political parties on a cross-party statement committed to ensuring safety and representation of women in political parties.
WFD also facilitated the creation of a network of women leaders that serves as a platform to amplify women's engagement and political leadership across party lines.
Supporting these efforts, WFD trained selected male leaders from various political parties to become champions for gender equality in politics. Throughout this process, WFD acted as a trusted, neutral coordinator, helping parties from different political backgrounds agree on shared commitments, build trust, and work together effectively.
