Panellists

Josephine Watera, Assistant Director, Research Services, Parliament of Uganda
Dr. Watera is a seasoned evaluator with 18 years of experience in evidence-informed decision-making. As Assistant director, Research Services at the Parliament of Uganda, she generates and synthesises evidence including, post-legislative scrutiny to inform decision-making. Josephine is President of the Uganda Evaluation Association and a former Board Member of the International Development Evaluation Association. She's a recipient of the African Evidence Leadership Award and has mentored young evaluators. With expertise in research, monitoring and evaluation, strategic management, and advocacy, Josephine is committed to promoting evidence use in Africa. She holds a PhD in Programme Evaluation from the University of Cape Town.

Martin Kizito, Dean of the School of Social Sciences at Uganda Christian University
Dr. Martin Kizito is the Dean of the School of Social Sciences at Uganda Christian University where he previously served as Head of Grants and Partnerships and Head of the Department of Public Administration and Governance. He holds a PhD in Public Policy (Evaluation) from the University of Pretoria (UP) in South Africa and is an expert in Governance evaluation. Martin has served as a consultant for the African Union’s division of the African Peer Review Mechanism (APRM), a steering committee member of the Partnership for African Social and Governance Research (PASGR) and a technical advisor at, Centre for Policy Analysis in Uganda.

Jude Okafor Ani, Legislative Research consultant and Senior Legislative Aide, National Assembly Federal Republic of Nigeria
Jude Okafor Ani is a legislative research consultant and Senior Legislative Aide with expertise in comparative legislatures, committee systems, and post-legislative scrutiny. He holds a PhD in Legislative Studies and has presented at international conferences in Toronto and Kampala.

Mumbiko King’ori, Partnerships Director, The Youth Café
Mumbiko King'ori, the Pioneer of PLS Mashinani, which is Post Legislative Scrutiny Practice at the Devolved Governments, is the Partnerships Director at The Youth Cafe, Global Youth Participation Index Panel Member, a former youngest Presidential Aspirant Kenya 2022, a Women and Youth in Democracy (WYDE) fellow and immediate former Youth Advisory Board Member with European Partnerships for Democracy (EPD).

Imanga Wamunyima Jr., Member of Parliament, Zambia
Hon. Imanga Wamunyima Jr. is a lawyer by profession and an elected member of the Zambian Parliament. He currently serves as a member of the Public Accounts Committee and also the Vice Chairperson of the Parliamentary committee on Privileges and Absences.
