Summary

The aim of this document is to provide an overview of the key elements involved during each stage of the electoral process, providing insight into the key principles which each element should, ideally, meet; some of the issues and questions which international partners can consider in order to assess each aspect of the process; and to understand what the risks are to the integrity of an election, including shortcomings related to a specific stage or element in the electoral process.
