Call for consultants: Media and public visibility training in Algeria

Background
Westminster Foundation for Democracy (WFD) is the UK public body dedicated to supporting democracy around the world. Operating internationally, WFD works with parliaments, political parties, and civil society groups as well as on elections to help make political systems fairer, more inclusive, and more accountable.
As part of its partnership with the Algerian parliament to strengthen environmental and climate governance, WFD seeks the services of a national expert to deliver media and public visibility training for Members of Parliament (MPs) on 18-19 May 2025. Effective communication is essential for raising awareness, engaging the public, and advocating for environment and climate-related issues. This training will equip MPs with practical communication skills to promote environmental initiatives, engage with stakeholders, and build public visibility around environmental and climate issues and action.
Objective
The objective of this training is to build MPs' capacity to communicate effectively on climate and environmental issues. The sessions will focus on improving public speaking, media engagement, and social media strategies, helping MPs better advocate for environmental policies, engage with constituents, and promote environment and climate initiatives.
Scope of work
The consultant will be responsible for the following tasks:
- Preparation and training Materials:
- One day will be allocated for developing the training content.
- Prepare handouts and materials for a communication toolkit.
- Training delivery:
- Two-day training sessions—for the Upper House. Each session will follow a structure:
Day 1: Fundamentals of communication
- Public speaking for environmental advocacy:
- Practical techniques for delivering compelling speeches and engaging presentations on environment and climate issues.
- Structuring messages for different audiences.
- Engaging with media:
- Best practices for interacting with journalists and giving interviews on environmental and climate-related topics.
- Handling challenging questions and managing media inquiries.
Day 2: Digital communication and engagement strategies
- Social media strategies for climate and environmental Action:
- Building an effective online presence: Equip MPs with skills to effectively represent their climate and environmental initiatives on social media, engaging directly with constituents, stakeholders, and the public.
- Crafting impactful messages: Guide MPs in creating clear, concise messages that resonate on digital platforms, reaching audiences such as citizens, local communities, youth groups, and environmental organisations.
- Case studies and group work:
- Examples of successful environmental communication campaigns: Share case studies that illustrate effective communication directed toward diverse groups, including constituents, local decision-makers, and advocacy groups.
- Group exercise: Developing social media plans for climate and environmental information-sharing: In this exercise, MPs will learn to structure their messaging efforts for key stakeholders like constituents, governmental bodies, and NGOs focused on environmental issues, aiming to foster public awareness and support for climate initiatives.
- Reporting:
- Submit a final report in French/Arabic summarising the training sessions, including feedback.
Deliverables
- One day of preparation with adapted training materials and session plans.
- Two two-day training sessions—one for the Upper House and one for the Lower House of Parliament.
- A concise communication toolkit containing templates for press releases, media interview guidelines, public speaking tips, social media strategies, and messaging advice for climate and environment advocacy.
- Final report summarising the training activities, participant feedback
Duration and timeline
- Consultant engagement: The consultant will be engaged for four working days:
- 1 day for preparation.
- 2 days for training delivery
- 1 day for reporting and follow-up.
- Training delivery: The two sessions (Upper House and Lower House) will be scheduled between the first and second week of May 2025.
- Reporting deadline: The final report must be submitted within one week of completing the second training.
Reporting
The consultant will report to Karima Kassi, Country Director, and provide regular updates.
Working arrangements
The services will be delivered in-person in Algiers.
Qualifications and experience
The consultant should meet the following criteria:
- Advanced degree in communication, public relations, environmental studies, or a related field.
- Experience in delivering media training, public speaking training, and environmental communication.
- Experience working with parliamentarians or high-level officials is preferred.
- Familiarity with climate and environment-related messaging and digital communication strategies.
- Strong facilitation skills with a proven ability to deliver interactive training sessions for adult learners.
- Fluency in spoken and written Arabic and French.
