Overview

Westminster Foundation for Democracy (“WFD”) is the UK public body dedicated to supporting democracy around the world. Operating internationally, WFD works with parliaments, political parties, and civil society groups as well as on elections to help make political systems fairer, more inclusive and more accountable.

We are a problem-solving, practitioner-led organisation that offers: 

  • Specialist analysis, research, and advice to inform policy makers on a range of democratic governance issues;
  • High quality and impactful programmes that directly support the full spectrum of institutions in political systems to develop inclusive political processes, more accountable political systems, protection of rights and freedoms, and more pluralistic societies; and
  • International elections observation on behalf of the UK. 

The Democratic Partnership for a Framework Climate Change Bill for Jamaica programme is a Westminster Foundation for Democracy (WFD)-managed programme supported by UK Foreign, Commonwealth and Development Office (FCDO). The 7-month programme seeks to provide technical assistance, legal support and facilitate stakeholder consultations to support the Climate Change Branch (CCB) within the Ministry of Economic Growth and Job Creation (MEGJC) of Jamaica to develop climate change framework legislation that will: (i) enable Jamaica to achieve their national decarbonisation and climate adaptation goals by enshrining ambitious, long-term targets in legislation; (ii) set the long-term direction of climate strategy to guide markets in line with long-term national climate change objectives; (iii) provide commitment to continuity of climate objectives across political mandates; (iv)  create and/or strengthen existing mechanisms (institutions and processes) for the formulation and implementation of climate change policy.

Aim of this Request for Proposals 

WFD is issuing this Call for Experts (“Call”) to a range of potential experts and we would welcome a proposal from you or your organisation. This Call constitutes an formal Request for Quotes. 

For this assignment WFD seeks to contract a qualified and experienced local legal consultant for supporting in development of Concept Note and Drafting Instructions for a climate change framework law of Jamaica that will align with international good practices, national policies and local context of Jamaica as well as with its international related commitments.

All proposals should be submitted by 21 September 2025 in writing, must comply with the requirements of this Call, and must include the information requested in the Proposal Requirements below.

Terms of Reference 

Objective 

For this assignment WFD seeks to contract a qualified and experienced local legal consultant for supporting in development of Concept Note and Drafting Instructions for a climate change framework law of Jamaica that will align with international good practices, national policies and local context of Jamaica as well as with its international related commitments.  

The legal consultant will work together with the local leading policy consultant. For general advisory purposes international consultant will also be engaged.  

Scope of work 

The Legal Consultant, in close collaboration with WFD local and UK staff, as well as local and international consultants, will be responsible for: 

  • Supporting development Concept Note and Drafting Instructions for a climate change framework law of Jamaica from the legal perspective. 

  • Working closely with the WFD and the Climate Change Branch staff during drafting process. 

  • Setting out the relevant Jamaican policies, relevant existing legislation related to environment and climate change to inform the drafting process of Concept Note and Drafting Instruction.   

  • Supporting in reviewing Climate Change legislation from relevant countries (e.g., Commonwealth countries, Small Island Developing States, countries with similarly developed climate institutional frameworks). 

  • Providing substantive legal expertise and input for developing Concept Note and Drafting Instructions for a climate change framework law of Jamaica. 

  • Conducting a review of relevant environmental, climate change and energy-related international commitments, relevant to Jamaica and national policies of Jamaica as necessary to inform the Concept Note and Drafting Instructions.    

  • Engaging with and consulting key stakeholders, including parliamentary and government officials, experts, civil society organizations, and other relevant parties, to gather insights and inputs for developing Concept Note and Drafting Instructions of the Climate Change Framework Law of Jamaica.  

  • Attending the public consultations in person/online, reviewing written feedback, gather details and incorporate feedback received during drafting process. 

  • Providing overall legal guidance to the team during the drafting process.  

  • Draft Drafting Instructions is required to be prepared in accordance with the publication titled The Legislative Process and Drafting Instructions: A Manual for Instructing Officers in CARICOM Member States (2016)9 and other relevant guidance from the Office of the Chief Parliamentary Counsel of Jamaica.

Minimum experience and expertise 

The Legal Consultant is required to have the following qualifications, experience and skillset: 

  • Proven first-hand experience in drafting environmental and climate change related strategies and policies in Jamaica. 

  • Proven first-hand experience in drafting environmental and climate change related legislation in Jamaica will be a strong advantage.  

  • Demonstrated knowledge of international climate frameworks, agreements, and Jamaica’s commitments. 

  • Proven expertise in engaging with diverse stakeholders and co-facilitating consultations. 

  • Excellent research, analytical, and writing skills. 

  • Advanced degree in policy, environmental studies, or a related field.

Proposal requirements 

In general, the proposal should include the following:

Individual profile:   

  • If the expert is currently registered with WFD’s Expert Roster, the expert should refer to this in the proposal and no further information is required.  

  • If the expert is not currently registered with the Expert Roster, the expert should provide a C.V. or information in the proposal document including:  

  • A summary of their professional biography and relevant career history/record of assignments; and   

  • case studies/credentials demonstrating relevant experience and skills profile   

Proposed solution:   

  • Clear explanation as to the proposed approach to meeting the specification set out in this Call.   

  • Detailed project plan, including timelines, assumptions and dependencies, resourcing, and risks.   

Financial proposal:   

  • Full breakdown time and cost estimates for daily rate should be specified in Sterling.  

  • Separate accounting of VAT and/or any other applicable tax, duty, or charge.   

  • Detailing of any discount applied in view of WFD’s not-for-profit status.
