Westminster Foundation for Democracy (“WFD”) is the UK public body dedicated to supporting democracy around the world. Operating internationally, WFD works with parliaments, political parties, and civil society groups as well as on elections to help make political systems fairer, more inclusive and more accountable.
We are a problem-solving, practitioner-led organisation that offers:
- Specialist analysis, research, and advice to inform policy makers on a range of democratic governance issues;
- High quality and impactful programmes that directly support the full spectrum of institutions in political systems to develop inclusive political processes, more accountable political systems, protection of rights and freedoms, and more pluralistic societies; and
- International elections observation on behalf of the UK.
Aim of this Request for Quotes
WFD is issuing this Request for Quotes (“RFQ”) to a range of potential suppliers of goods and/or services and would welcome a proposal or quote from you/your organisation.
We invite organisations to propose a pilot, test, and/or further policy recommendation development on the green economy transition including within the food, agriculture, forestry, and/or energy sectors, while embedding democratic principles of meaningful public participation, equitable resource management, and marginalised groups’ rights and protection. We will accept 5 organisations, 1-2 from each target country (Indonesia, Malaysia, and Thailand), awarding up to GBP 3,000 each.
Quote submission
All proposals or quotes should be submitted by 25 August 2025 at 5pm (UTC+7) in writing and include:
- The supplier’s name, status, company number, and registered office address
- An overview of the supplier’s relevant experience, expertise, capability and capacity
- A description of the good(s) or service(s) to be provided and clear explanation as to how this meets the specification in this RFQ
- A transparent quotation of the charge for the good(s) or service(s), in GBP, to include: a clear breakdown of all costs; any proposed discount applied for WFD as a not-for-profit organisation; and a separate identification of any VAT charges (and/or any other applicable tax, excise or other charges).

Objective
Westminster Foundation for Democracy (“WFD”) is the UK public body dedicated to supporting democracy around the world. Operating internationally, WFD works with parliaments, political parties, and civil society groups as well as on elections to help make political systems fairer, more inclusive and more accountable.
The Just Green Economy Lab (“Lab”) is part of WFD’s International Partnerships (IP) programme, which aims to increase collaboration between and leadership of Global South actors on a specific democratic governance theme, through a UK-facilitated regional network.
In turn, the Lab has a specific objective to support innovative practitioners from Southeast Asian civil society to embed environmental democracy principles in the just green economy transition, through:
- Facilitate knowledge exchange between UK and Southeast Asian civil society practitioners on environmental democracy frameworks and advocacy strategies towards realising a green economy, including through the Nationally Determined Contributions (NDCs) lifecycle, from formulation to implementation.
- Foster connection and cooperation between the engaged Southeast Asian and UK MPs and practitioners to build political buy-in for environmental democracy principles in the transition towards a green economy.
Scope of work
- Build on existing research to pilot or test a policy recommendation on the green economy transition within the food, agriculture, forestry, and/or energy sectors, while embedding democratic principles of access to environmental information, meaningful public participation in decision-making on the environment, including climate action, and environmental justice, including equitable resource management, combating corruption in extractive industries, and marginalised groups’ rights and protection.
- Work with the mentors and fellow Lab members to share learnings and in developing the pilot, including through mentor one-on-one calls and bi-monthly online Lab exchanges.
- Engage relevant MPs in courtesy calls, identified strategic regional/international conference(s), and other opportunities to advocate for adoption of the policy recommendations.
- Attend in-person kick-off workshop in early October 2025 in Kuala Lumpur or Jakarta and final showcase event in March 2026, as well as online meetings with mentors and bi-monthly exchange calls as scheduled collectively.

Deliverables
- Updated pilot proposal and budget following consultation with WFD and mentors.
- Advocacy plan including mapping of strategic actors to engage such as MPs, government, and other stakeholders as well as strategic advocacy output planned.
- Updates on pilot and lessons learned, including from attending strategic fora if any, which will be shared during bi-monthly exchange calls, mentor calls and other communications.
- Final findings report, encompassing evaluation on what has worked, what has not worked, and recommendation for future application and adaptation, including options to scale up as relevant. The report should also include reflections on advocacy efforts conducted.
- At least one advocacy output such as policy brief, presentation pitch deck, video, etc. on the pilot to further advocate for the policy recommendation(s).

Working arrangements
Members can be based anywhere in the target countries (Indonesia, Malaysia, and Thailand), but the pilot project is expected to be done in person in their respective target community.
Members are also expected to work remotely/online during the 6 months duration of the Lab, particularly to make the most of the mentor and bi-monthly exchange calls.
Members are expected to join in-person events as outlined in the scope of work. Any travel costs associated with attending said events will be covered by WFD. If participation in additional events would contribute to progressing the pilot, this should be included and costed within the submitted application.
Payments
Payment schedule will be agreed at contracting stage. Please include your preference for this within your application.
Minimum experience and expertise
- All applicants must be local and independent organisations based in Indonesia, Malaysia, or Thailand, including non-governmental organisations, independent research organisations, academic institutions linked to practitioners, or organisations with links to decision-makers/political party.
- All applicants must show robust portfolio of work related to environmental democracy and just green economy transition, such as research output, campaign work, and/or project(s) with local communities.
- Applicants require legal registration but must have been operating for at least 12 months with operating bank accounts that can receive international transfer.
- All applicants must name 1-2 points of contacts who will be actively involved in all Lab activities. Director/senior leadership of the organisations are not recommended to be points of contacts, unless they can commit to full attendance and commitment to Lab activities.
- All applicants are not eligible should they have current and/or past involvement in criminal activity such as fraud, corruption, forced labour (modern slavery) and other human rights abuses. WFD will check the name of the organisation and its leadership against the World Check One database, which includes sanctions and terrorism lists, known criminal cases, political exposure and credible negative media.
