Monitoring climate change actions in Albania

Monitoring climate change actions in Albania
Albania is significantly vulnerable to climate change. The government has taken several initiatives to address climate change in the mid to long-term, such as the approval of the Action Plan of the National Strategy on Climate Change (NSCC) 2020-2030, the Climate Change Law (2020), the implementation of adaptation programs etc.

Introduction

WFD Albania has partnered with the Resource Environmental Centre Albania (REC Albania) to monitor the implementation of the Action Plan of the National Strategy on Climate Change (NSCC), 2020-2030.
This is the second monitoring report for the National Strategy for Climate Change that started back in 2021. The report covers a three-year timespan from 2019 to 2021.

The report assesses the extent to which measures have been implemented and aims to assist planners and decision-makers in reviewing and prioritizing interventions of adaptation to climate change. It has reviewed priority measures of the National Action Plan by sectors, based on the relevant institutions responsible for strategy implementation, such as: environment, infrastructure and energy, agriculture, health, etc.

Some of the key questions and topics covered in the report are:
1.    What are the priority actions of the National Adaptation Plan as part of the National Climate Change Strategy?
2.    What is the role of the National Action Plan?
3.    How were implemented the priority measures of the National Action Plan?
4.    Has the inter-institutional coordination and communication affected the progress of the implementation of priority measures?
